This effort showcases EMS’ ability to successfully service a large suite of separate GSA contracts serving multiple Washington, D.C. governmental facilities. Following a successful proposal effort, Mr. Gilmore managed the pilot contract, including negotiation, planning, staffing, and contract start. Following validation of these successful efforts, leadership was seamlessly transitioned to a program management team. Subsequent GSA contracts were successfully acquired, building on the efficiencies of multiple contract awards.
In all, EMS personnel serviced $50 million in 10 contracts managing over 7,000,000 square feet of facilities.
Five research center facility maintenance contracts proved EMS’ ability to successfully provide full-scope O&M services in a scientific environment with extremely sophisticated environmental, security, facility equipment, and quality requirements. Among many industry firsts, EMS personnel implemented the first automated preventive maintenance program at these facilities and secured the first architectural and engineering services task order awarded to an O&M contractor by an Agricultural Research Service facility.
On behalf of one of our valued DoD customers, EMS proved all capabilities across all lines of business. From the CENTCOM MATOC contract where we provided award-winning proposal support services for billions of dollars in infrastructure and construction contract awards, to O&M contracts awarded by MCAS Beaufort, White Sands Missile Range, the Pentagon, and the Armed Forces Research Institute for Medical Services in Thailand, EMS provided a broad and deep understanding of DoD requirements, which translated into contract awards and successful contract performance.
EMS demonstrated global capability by winning a contract for base operations and maintenance at six strategic military installations covering the Korean Peninsula. EMS personnel established full scope contract services including placement of vehicles and heavy equipment, and the hiring of more than 190 personnel in less than three weeks.
An EMS client was experiencing multiple program challenges on their contract, including maintaining operations within budget, meeting contract requirements, and accomplishing a number of special projects. Achieving customer satisfaction proved impossible, unsurprisingly, and our client was in danger of being terminated for contract default.
An EMS 'Go Team' was called in to perform a comprehensive audit, and ultimately, a program turnaround. Within a matter of weeks, a computerized maintenance management system was implemented; several large mechanical retrofit projects totaling more than $3M were estimated, awarded, and initiated; and project costs were brought under control.
Within eight months, the retrofit projects were completed; the facility's mechanical systems were restored to like-new condition and reliability – for the first time in many years; operating losses were converted to substantial profits; and the full trust and satisfaction of their customer were earned. The result: A performance 180 – the value of EMS' unique PM180 services.
